Cand.philol., University of Oslo 1988. Holtsmark has held various positions at IFS since 1990. He was appointed professor 2003, was acting director IFS 2005–06 and director IFS 2012–17. He was Dean of the Norwegian Defence University College 2004–07 and 2009–11.
