Ingunn Rasch (b. 1978) is an Assistant Professor in Military leadership at the Department of Military Leadership, Norwegian Defence University College/ Defence and Command College. 

She holds a cand.polit. degree in education from the University of Oslo and the University of Bergen, with a specialization in work and organizational psychology. She is also a graduate of the Norwegian Defence and Command College (2011). 

Rasch has over 20 years of experience in HR and leadership at both operational and strategic levels, with a background from the Armed Forces, the Police, and the Ministry of Foreign Affairs. She has held senior HR positions for a total of eight years and has extensive experience with organizational change and public sector reform. 

She is responsible for the elective course Strategic Leadership and Organizational Understanding at the Defence and Command College. Her academic interests include strategic governance in the public sector, employer responsibility, change management, organizational culture, conflict resolution, complex personnel cases, and decision-making processes. 

Rasch also works with the philosophy of military professional development and pedagogy, emphasizing learning that integrates theory, practice, reflection, and collaboration. She is deeply engaged in leadership development and advocates for knowledge-based leadership as a foundation for motivation, well-being, and successful organizational development.
