Russia’s war against Ukraine – ongoing for more than a decade and sharply intensified in 2022 – is reshaping the European security order.
The Programme for Ukraine and Full-Spectrum Threats is a program at the Centre for International Security at the Norwegian Institute for Defence Studies. The Program aims to advance research and knowledge on Ukraine’s security policy and the wider implications of Russia’s operations and war for Ukrainian, European and Norwegian security. Through research, academic collaboration, and outreach, the programme aims to strengthen the collective understanding of the evolving threat landscape, from sub-threshold advances to full-spectrum operations.
The Programme for Ukraine and Full-Spectrum Threats is a continuation of the Ukraine Program (1. Aug. 2020 – 21. Apr. 2025) at the Norwegian Defence Command and Staff College. It builds on a long-standing tradition at the Norwegian Defence University College of research collaboration with, and focus on, Ukraine.
Focus Areas
- Build expertise on Ukraine’s domestic, defence, and security policy developments.
- Increase understanding of Ukrainian political, military and societal response and resilience against Russian military and non-military operations.
- Research on Russian full-spectrum threats against Ukraine, with relevance for Norwegian and European security.
- Analyse Russia’s strategy towards Europe and the implications for NATO and national defence.
Activities
- Conduct and publish research on the war against Ukraine and the broader threat landscape.
- Organise seminars and workshops featuring Ukrainian, Norwegian, and international experts.
- Support Ukrainian researchers through academic exchanges and courses.
- Facilitate academic collaboration between Norwegian and Ukrainian institutions.
- Develop the cooperation between the Norwegian Defence University College and the National Defence University of Ukraine.
