Etter å ha fullført emnet kan kadetten kunne:

• beskrive det strategiske, operasjonelle og taktiske ledelsesnivået i Norge, samt det strategiske og operasjonelle ledelsesnivået i NATO
• gjengi trinnene i den operative planleggingsprosesser generelt, og trinnene i planlegging av luftmilitære internasjonale operasjoner spesielt
• forklare prinsippene for virksomhetsstyring i Forsvaret med forvaltning av materielle, menneskelige og økonomiske ressurser, påvise økonomiske sammenhenger og bruke økonomiske begreper riktig 
• diskutere menneskelige belastninger og etterreaksjoner i forbindelse med deltagelse i militære operasjoner
• kunne finne frem relevante allierte og nasjonale planverk og bestemmelser som er sentrale for utenlandsoperasjoner
• forklare beslutningsprosessen forut for norsk deltagelse i internasjonale operasjoner, og de rettslige og politiske rammene slike operasjoner skjer innenfor

Etter å ha fullført emnet kan kadetten være i stand til å:

• anvende kunnskap om krigens folkerett og kulturforståelse til å ta beslutninger i situasjoner preget av juridiske og moralske dilemma
• ta hensyn til lovverk og politiske beslutninger i planlegging og gjennomføring av luftmilitære oppdrag i en internasjonal operasjon
• anvende faglig kunnskap og aktivt delta i en operativ planleggingsprosess med et detasjement for å kunne deployere i en internasjonal operasjon
• anvende faglig kunnskap for å fungere som liaisonoffiser nasjonalt og internasjonalt
• planlegge og gjennomføre fysiske tester og test av enkeltmannsferdigheter forut for deployering til internasjonale operasjoner

Subject 1: Operational management in an international context (2 weeks)

The subject focuses on the exercise of military air force command in an international context. What experiences do Norwegian officers have in connection with the exercise of leadership in international operations (Afghanistan, Libya, Mali, Bosnia/Kosovo, the Balkans)? How does a comprehensive international and/or national mandate turn into an military air force mission? How do you prepare yourself, your platoon, and the detachment to be led on the issues, tasks, and assignments that await in international operations? How do you prepare to take losses and deal with the the contingent’s handling of them while operations must at the same time be completed and assignments resolved?

The subject will provide knowledge of command and control of allied military air force staff and international operations, including leadership in the different roles of the allied staff. Leading operations in a foreign culture should be emphasized, along with the cultural differences within a coalition. The subject provides insight into the implementation and management of deployment and detachment in international operations. It will also provide knowledge of the decision-making process ahead of Norwegian participation in mandated international operations. Finally, the distinction between a platoon in an international operation and a nation in deep peace will be examined, with a focus on human hardship, deployment, and post-traumatic stress, homecoming, and family policy.

Subject 2: The detachment seen from an organisational and a administrative management perspective (2 weeks)

The purpose of the subject is to provide insight into which processes become central when a detachment (organisation) is put together in a short space of time from different platoons, in order to solve specific missions. How to ensure that the new organisation is put together in as optimal a way as possible; how to avoid subcultures in home organisation and ensure good communication, management structures and experience loops?

The subject is to have a distinct component of organisation management, logistics and line command. What must in place in terms of administration and management (salary, costs, lodging, HSE etc.) when deploying reinforcements to an international operation? What supervision and documents must an officer have knowledge of in order to conduct the proper management of military reinforcements? What logistical challenges is it necessary to have an in-depth understanding of when putting together military reinforcements?

Subject 3: Deployment to an international operation (4 weeks)

The purpose of the subject is to provide insight into which processes become central when planning, directing and deploying a detachment to an international operation. The course provides an introduction to national and allied operational planning methods, processes, procedures and products. The teaching will be a combination of theory teaching, ‘product studies’ and teamwork in Operation Plan (OPLAN) groups, with the emphasis on the latter. The subject also provides cadets with an introduction to air campaign planning, as well as knowledge of how, inter alia, intelligence and destination selection processes, logistics, media, information operations, as well as the factoring in of international law and the rules of engagement influence such planning.

The subject focuses on practical planning, management and implementation at the tactical level. The subject sets out to mobilise the use of theory, experience transference and practical training in military air force power applications, decision making and the operational command of military air force platoons. Cadets will plan, lead and carry out missions as a Tactical Air Force platoon (TAF). It all culminates in a compulsory deployment exercise lasting for up to one week. The exercise provides knowledge of the practical management of operations in the air at the TAF level in an international context. This shall include providing training and the honing of individual skills ahead of a deployment. The exercise should be seen in the context of the corresponding practical arena in the third academic year. The subject will help consolidate the ability to lead and express yourself in English in an international context, as well as emphasizing the importance of being aware of the connection between physical and mental resilience when out in the field of international operations over a period of time.

Exercise

This leads on to an additional exercise during the course which lasts for up to a week. 

The point of the exercise is to let cadets plan, lead and carry out missions as a TAF platoon. This culminates in a deployment of up to one week's duration, which can provide cadets with a complex arena in which to turn theory into practical action. The exercise shall have a military air force perspective, focusing on relevant challenges for the RNAF in an international military context. This involves training in an operations room and operational decision-making. The complexity bar is raised by setting up a separate scenario in a cultural context, while the cadets are handling an ongoing mission. This is to highlight the cultural assumptions and challenges for leadership in a military context. The setting of the exercise will provide for the practical training of leadership in shifting and demanding conditions. Cadets should be able to identify the connections between the mental, physical, social, and ethical factors in the exercise of their leadership, while understanding the importance of honouring values in the exercise of military leadership. Moreover, the exercise, through reflection, is intended to increase the awareness of cadets as to their own affective and coping strategies, thereby developing the scope of their capability as individuals, colleagues and leaders.

Subject 4: Intercultural Communication and Social Power (General)

This subject focuses on developing the English knowledge and skills of the cadets (written and spoken), whilst developing an understanding of intercultural communication and social power structures relevant to the NAF and the RNAF.  The teaching also puts an emphasis on creating a linguistic security.
